Before
The same image, after retouching. Turning up the brightness and reducing the blue tint has brought out the whiteness in the original scene. It now suggests an image of a cat with fluffy white fur. We also cleaned up the image by removing the debris from the cat's hindquarters.
White objects photographed against dark backgrounds tend to be underexposed, as you can see from this image. Also, photographs shot in shadows, out of direct sunlight, tend to take on a blue tint. The debris on the cat's behind is also cause for concern. Let's retouch these three areas.

Procedure
1. Crop to print size
Crop the image to fit the printer paper that you will be using.
2. Print original image
Print the image and check what areas need retouching. You can see things more easily when they're printed than you can on a display.
3. Check areas to be retouched
Identify the specific areas where retouching will improve the image.
4. Restore highlight separations, adjust tone
Use [Levels...] to adjust the brightness.
5. Fix blue tint
Use Color Balance to adjust the color to remove the blue tint from the image.
6. Remove extraneous elements
Use the Patch Tool to erase any extraneous matter by copying the surrounding color onto it.
 7. Unsharp mask
Run your image through the Unsharp Mask before printing.
8. Print retouched photo
Print the retouched image and compare with the print of the unretouched image.
